Unexpected £700 gas bill - what to do?

Hello all, I would appreciate any advice on this ...



A relative of mine has just received an unexpectedly large gas bill - for over £700. This was a shock because recently his monthly bill has been around £20 - £30. His utilities are all supplied by Utility Warehouse, and I think he's been happy with them until now.



When I phoned Utility Warehouse, the customer service man explained that they hadn't read the meter for over a year until recently, so the last 12 months' bills were based on estimates. The £700 bill was a 'catch up' bill for the amount he had under-paid. When we read the meter, it corresponded with the reading on the bill. I think Utility Warehouse are probably right, and he has been under-paying. The problem is he doesn't want to pay the £700 and has been to see a solicitor to ask for help.



Is there anything we can do? Was it fair and reasonable (and legal) for Utility Warehouse to send 12 months severely under-estimated bills and then one huge catch-up bill? Is it worth my relative seeing a solicitor? Can he transfer his utilities to another company without first paying off the outstanding bill? What should he do?



All advice very welcome :) ...
