Calling a UK Mobile phone from the US

If a person is in the US with their UK mobile, and a person with a US phone/cell phone wants to call them, a) does the call go to The UK and back to the UK phone in the US, and b) if the UK mobile phone number is 07790xxxxxx, does the US person call 011447790xxxxxx?
