Removing pebbledash from a period building

I am looking at buying a 1st floor Victorian flat that has been pebbledashed and would want to restore it to its former glory of red brick work but don't really know the risks or how much its likely to cost.

Has anyone had this done? Is it effective? How much did it cost?
