Legal Eagle Advice - property

Buying a house.
Wife wants to work as a child minder from home.
Land registers doc has a a edible on which says, "no building to be erected on the property shall be used otherwise than as a private dwelling house only or as the professional residence of a medical practitioner dentist solicitor or architect not as premises licences for the sale of intoxicating liquor'

Can any legal eagles help me please.
1) can anyone translate into plain English please? Does it basically mean you can only live their, or work there as a doctor, Solicitor, architect or dentist but you can sell liquor!
2) Would this refer to the house already there or would it only refer to additional buildings built on the land? Reason I ask as the way I read it sounds like talks about future, 'to be erected'.
3) if it does mean the house already there, who polices/enforces these things. Is it likely to cause her an issue?

Any guidance appreciated.
