I suggested something similar to this over 10 years ago.
I'm disappointed that its made up of loans as well as grants.
Now it needs to be extended so that in the poorer nations workers are paid to work by a world fund to build dams, houses, roads, pipes for water, then farms and so on and so forth.
Give a man some bread and feed him for a day, help him grow wheat and he can feed himself for a year.
There has been no effort made to do this because there is no profit in it. Well f*** profit. Do it because its the right thing to do.
