Car buying question: oil condition

Just saw an 03 Corsa with my daughter. I'm no mechanic, but I used to fix obvious stuff in the old days when cars were mechanical beasts.

So I armed myself with Parker's model-specific checklist which included looking at the oil at both the filler and the dipstick.

There was a little emulsified oil under the filler cap which the guy said would just be condensation and confidently reached for the dipstick which to be fair showed oily oil ... not exactly golden ... well used to be fair ... but I could see that was overdue from the service book and for most cars I've owned that's been standard. But no blobs, no cream.

So, question: do you tend to get a tiny bit of creaminess under the filler cap?

I actually don't think he'd prepared the car as there was a bit of litter under the seats, so I don't think there was a trick here (though he did appear full of tricks).
