You've just won the election, and have been sworn in as PM. Your cabinet secretary takes you to one side, and tells you that you have to write the letter of last resort, which is placed in the safe of all nuclear submarines, and only opened and acted on should the whole government be wiped out by an attack.
You have four options you can give:
1. Retaliate with nuclear weapons without prejudice.
2. Do not retaliate at all.
3. Allow the commander to act within his own discretion.
4.Place the boat under the control of an allied navy, specifically the Royal Australian Navy or US Navy.
