A good idea IMO - health and safety is important.
However, I'd be happier if there was a neutral medical staff member doing the assessments. While I'm quite sure that players with concussions won't be able to continue, I do wonder if sometimes players who aren't concussed may be "sent to the tent" to allow an extra sub, especially by the bigger teams who have longer squads. I think we can all remember the way players were "injured" in rugby games when subs were only allowed for medical reasons.
