Freeing Up A Lump Pension Sum Advice

I recently had a letter telling me I have got a lump sum in a pension fund that I didn't know about due to something to do with serps and my national insurance contributions in the early 90's.

Does anyone know if there is any way I can free this up at all? I'm sure I heard that they have changed the rules on accessing pension funds etc,has anyone got any advice on this etc?
