Match Ticket Information Small children/ infants in arms

I've had a look at the CPFC terms of entry, which uncatergorically state;

Quote:

2.10 For the safety of infants and all supporters, Home Match Tickets are not available for infants under the age of 2 or babes in arms at any time during the Season and no infant under the age of 2 or babes in arms is allowed entry to the Ground to attend a Match.

Yet there is evidence to suggest this is not applied uniformly. I've seen many a toddler in arms over the years - and of course DE's nipper had been to more grounds than the majority of Palace fans by the time he was three....

Does anyone have any practical info on taking <2 year olds along to SP?
