I am a keen weather watcher and noticed that yesterday the Met Office upgraded warnings for Devon today with the approach of storm Ciara.
They have given two warnings, initially a yellow for wind and then a second amber, also for wind:

Storm Ciara will bring very strong winds and potentially some disruption to travel throughout Sunday.
- Injuries and danger to life from flying debris are possible
- Injuries and danger to life could occur from large waves and beach material being thrown onto sea fronts, coastal roads and properties
- Some damage to buildings, such as tiles blown from roofs, could happen
- Road, rail, air and ferry services may be affected, with longer journey times and cancellations possible
- Some roads and bridges may close
- Power cuts may occur, with the potential to affect other services, such as mobile phone coverage
ACTIVE Amber warning of wind

Storm Ciara will bring a spell of very strong winds. Disruption to travel is likely during Sunday.
- Flying debris could lead to Injuries or danger to life
- Some damage to buildings, such as tiles blown from roofs expected
- Longer journey times and cancellations, as road, rail, air and ferry services affected
- Some roads and bridges closed
- Power cuts with the potential to affect other services, such as mobile phone coverage
- Injuries and danger to life from large waves and beach material being thrown onto sea fronts, coastal roads and properties"
Apart from juggling and moving around the order of text, and a change of one single word from "could" to "expected", there doesn't seem to be any difference in the severity of the potential effects in each case, so why don't they just issue a single warning. There is nothing additional in the amber warning that can influence an individual's or a group's actions over the yellow, apart from being a bit more worried about the shade of colour. In both cases you are probably going to make the same precautionary plans anyway if deemed necessary.
