Solider charged over Bloody Sunday

Not sure if this is politics or general chit chat as I don’t know enough to have an opinion but why should this chap be charged when after the good Friday agreement IRA etc killers were given a “pardon” from prosecution. Doesn’t it work both ways? Bygones be bygones ect.
