I'm decorating.
My house is about 30 years old and dry lined. In one place I've had to remove some twin&earth trunking from the wall, which was stuck on with that double sided spongy tape, and it has pulled away a stipply, flexible coating that was put onto the plasterboard during building, no doubt to provide a whole paint able surface to hide the joins better. This stuff peels away and leaves an obvious ridge and it's not a clean line. It's about 1/2 mm thick so won't hide.
What is it? I think I need to get some to reapply in order to make a decent job. I would skim with filler and sand but that is smooth whereas this surface is textured.
