British prisons

With the recent escapes from Pentoville and the riots at Bedford, our prison system is at breaking point. The prison service is underfunded yet we still have one of the biggest prison populations in Europe. I know its a massive question but how do we deal with this issue. The prison officers are under staffed and with a starting salary of just over £20k you can understand why. Also why has it taken the government so long to see that using these old Victorian prisons doesnt work?
