Change rules for penalty box of fences?

Ok, so Germany is the most recent team to be penalized by a controversial call in the box. While I know they lost by two goals, and they allowed their mental game to be weakened, there are plenty of examples where important games (anyone know of a game that isn't?) have been decided by dubious penalties.
Now I hate changes to the rules, although goal line tech has been great, but does anyone agree that an indirect free kick should be allowed in the box for dubious calls? So many non-calls have happened by refs lacking the balls to call a pk in the final minutes, but so many have been called that would not have been called by others.
As I say, I hate changes to the rules, but could this be beneficial to both sides?
Thoughts/suggestions?
