Child Seat Rules in Florida

Anyone know what the cat seat rules are for a 4 year old who's about 105cm tall.

Car hire firm want about $10 per day for 2 week hire...cheaper to buy one there or even take one I think...not sure what to do.

Any advice / experience or anyone with local knowledge?
